Of course! The current culture and problems African Americans face are the symptoms of a long history of racim. Affirmative action was a foolish band-aid meant to be an excuse for what's been done over our history without making a real attempt at rebuilding what was destroyed. The war on drugs has specifically targeted and had an absolutely devastating impact on the black communities. The culture of sports and entertainment that you probably attribute to black people were funded and promoted by old white men. I'm not saying that with guilt, I'm saying it as fact because those people would be just as quick to turn it on whatever they label as less than themselves if it means profit and control. It's more than race, these people are Americans and have been targeted and basically left to fend for themselves after being stripped of the connections and resources that other minorities rely on to really thrive in America.
What you and so many others are doing is seeing the symptoms of a disease and thinking it's the cause. You are absolutely right that we ALL have self responsibility and should be accountable for our own lives. But you have to look at the bigger picture, historically culturally and with the law, to have a real understanding of the problems we ALL face.
Racim has not, until recently, been as obvious as the past. It's been apathetic ignorance and knee jerk defensive reactions that have kept the conversation from taking place for so many. It's a very complicated issue that doesn't go away overnight like so many seem to expect. It's actually something we must always be aware and active in preventing.
