We should test on animal first, but we have seen great amount of money spent on idiotic studies and it should be looked at seriously. My brother-in-law and others in his situation could provide useful information and nobody bothers.

They absolutely use people like your BIL already. People sign up to be tested on all of the time and even get compensated for it.

But on the animal testing side of things, it can get expensive. Obviously, you need lots of animals. You need researchers, you need facilities, etc.

And it's not like Congress is just pulling $3 million of the out air for it. The agency has a budget. That's allocated regardless of what study is being done. $3 million for Hamster Fight Club means that something else doesn't get studied. There's a trade off involved. So even if we got rid of the hamster thing, the research budget from which the hamster study originated would still be there, it would just get spent on something else.

We'd have to cut the research budget by $3 million to actually get the money back.
