Regulate the aspects you can control. You can't stop people trading guns or buying them from a normal Joe. What you can do is mandate gun safety training. You put requirements on guns you can buy without proof that you can safely handle or store them. Make everyone get a gun license like a driver's license.

if everyone is a more responsible gun owner/handler then gun related incidents will go down.
