I agree but what they are saying / recognizing is that everybody’s internal biology systems differ. To the point where they need to make an exception for picograms. For example a non steroid using athlete is entirely capable of having the amount Jon had in his system. It’s doping within thresholds and it’s been happening since they introduced the test. The testosterone difference on an Asian male and African American male is enough to supplement without throwing a test.

- Fedor : no drug testing in Japan, never fought under USADA while Russia is renowned for state sponsored doping.
- GSP : only one fight in his whole career under USADA.

Meanwhile, Jon Jones actually lives in the USA where USADA has the most power + had several fights under USADA.
