Kickoff touchbacks pushed to the 35 yard line to encourage more teams to kick it into the "landing zone" instead of just the safe touchback.

Average starting point after a kickoff return was the 28 yard line. So now a touchback would be like giving up ~7 free yards to avoid the chance of a big return. 7 of 920 returned kickoffs last year went for TDs. Don't know how many went to the 40 or more where you would rather just be giving them the touchback 35.
