No surprise that teams propose rule changes on stuff that is affecting them, like the Packers with the tush push trying to "weaken" another NFC contender. Lions held like CRAAAZYYY on almost every pass play last season and it also got called a lot to be fair (not enough, though), so of course they'd like to see a milder punishment for those things. They also proposed something that absolutely makes sense, but it's no surprise coming out of the NFC North, which might have four good teams in the next few years depending on Da Bears:
Honestly wasn't meant to trash the Lions, but they definitely held A LOT. Just wanted to show that teams usually look out for themselves first when they are making proposals (which is reasonable and normal of course). I think where the rule change makes sense is all those 50-50, super soft or flat out wrong defensive holding/illegal contact calls on 3rd and long or 4th and long. On the other hand DBs will just hold even more in those situations and hope to get away with it.Defense gets raked over the coals at every opportunity in this league. Throw them a bone.
