This has been pretty much my exact experience with older and younger girls, which is why i prefer the former. As ironic as it seems, its the older girls that have that fire. Younger girls overvalue the worth of their vaginas and think just showing up is more than enough. There is also A LOT more petty bullshit with younger girls because they're not experienced, and are still unsure of themselves, and that manifests into fights. An older girl knows what she likes, and knows what she hates.

As for Cook, this is creepy. (I don't care though since it's legal)
I teach at a university, and I am around attractive 19 year olds all the time. Just overhearing one of their conversations is more than enough to remind me that I want no part of them young girls. Sex is one thing ,but a relationship?
You don't listen to the same music, haven't watched the same movies, completely different levels of experience, you can't even get a drink together. And as you said, they're too young to even appreciate a good glass of wine, or the ambiance of a place.
There can be a huge growth period from just 18-22. I see it all the time with students that were basically children when i first met them, and grew into men and women by their senior year.

Actually. ..yea...i can't really comment on American women anymore.
I've only dealt with a couple in the last decade, and none were older.
I've been with European and Asian girls for the most part
