Conor likely is going to make crazy money and they aren't going to throw him on a card they've already got solid main event caliber fights for.

Or maybe Conor wants to fight on one of the cards you mentioned as a headliner making it a mega blockbuster event but UFC are too greedy because they rather put on a shit event and still make good dough with Conor headlining it.

I believe the only time Conor in a non-title fight headlined over a title fight was over Holly vs. Meisha...and that was supposed to be RDA-Conor for the LW title, but Nate was a late replacement...so unless the UFC were to build the Abu Dhabi card around Conor with no title fights, it's probably not going to happen.
