Undeserving according to whom? The UFC is a private company, they can do whatever they want. This isn’t the WBC, or IBF where they can had merit over such things. You do what your employer tells you.

Why do you think the UFC have implemented their own ranking system where the #1 contender is ranked #1?
While there is no hard rule to follow on this, it's gonna be very hard to publicly argue against Khabib who will simply state that he already destroyed Conor who hasn't won a LW fight since 2016.
While there are still Justin, Dustin and a potential Tony rematch (presuming Khabib wins of course) all of whom are ranked above Conor according to the UFC's own rankings.
