Usada says a violation occurred. That is all. The arbitration agreed a violation occurred, and that it wasn’t intentional nor provided any competitive advantage. That IS the official story. They are the binding deciders. You don’t know what youre talking about again. You’ll find nowhere usada saying he “cheated”.
