You do know states are still open. We’re not on a 100% lockdown. There are people working to some limited degree, like truck drivers and people who work in factories, front line workers and people in supermarkets. As you see daily they’re getting sick doing their jobs.

So with a good portion of America under quarantine we are reducing transmissions. Just like what the scientists and doctors said would happen. Now imagine a full open country. We’d be over 100k deaths if not more snd hospitals would be overrun.

“100% preventing transmission” is not the same thing as “preventing 100% of transmission”. The first thing is what he said, I assume the second thing is what you think he said.

I believe what he’s trying to say is that the quarantine works and is helping, not that it has completely stopped the virus.
