Contracts still owned by the ufc

UFC contracts have a minimum fights per year that they must request a fighter to fight and if not then the fighter is then allowed to be a free agent.

So a bunch of the old guys are complete free agents at this point "unless" the UFC has offered them fights to keep the contracts valid.
Not if they retired.
 
What about Henry Cejudo?

He signed a 6 fight deal in Nov 2018, between the DJ and TJ fights.
He only fought 3 times since (TJ, Moraes, Cruz) so he has 3 left.

According to this article he figured it was not unlikely that the entire flyweight division would be scrapped and then he assumed that would open up a loophole that could allow him go to other promotions like rematching Mighty Mouse in One even though he had fights left on his contract
