You're perception is shallow. He made the mistake of overworking media for 189. For 194 and 196, he has done fairly limited media runs besides the standard two weeks out.

Conor's fame was organic, created off trash talk and backing it up and his skill set is elite among the elite. Brock is a fun freak show.

Granted it wasn't HW MMA's Golden age, HW was still a very respectable division when Brock earned the belt.
You had Couture, Carwin, Cain, JDS, Nog, Mir, etc. all in relatively good shape some more than others.
Regardless it was more competitive that today's top heavy HW division.
