Didn't USADA say he likely would not qualify for the exemption? They said he needed 6 months AND at least two clean tests?
This was their statement:
“As we’ve confirmed before, as of today, Conor McGregor has not been reenrolled in the USADA testing pool, which he would have to be in for a minimum of six months and have at least two negative tests prior to any competition,” United States Anti-Doping Agency representatives said in a statement to
MMA Fighting this afternoon.
Perhaps he has a misunderstanding of what is required?

"McGregor is not enrolled in our testing pool and would have to be for six months unless an exception is granted, which we do not think would be applicable," USADA director of communications Averi Walker told ESPN in an email.
