He's talking out of his ass. His strikes against downed opponents are guys that he dropped and had to finish off on the ground - they were basically done but he doesn't have "head clean off" power, so he needed a few more shots.
It's a weak definition of ground and pound. And it's not a particularly impressive part of his game.
