If Khabib can't get a takedown, he loses but even if he can he could still lose. If he can't get Conor to the ground he will definitely get knocked out. If he does get him down that doesn't mean he could finish him as Conor could still get back up and KO him. Conor is better at finishing opponent's on the feet than Khabib is finishing opponent's on the ground.
