yeah they likely were not prepared for this kind of thing, which would make it nearly impossible to stop the bleeding. not to mention, fully stopping that kind of bleeding inherently requires cutting off blood flow to the brain. it's not like an artery in the arm where you can tourniquet the arm for a couple hours while you get treated. you can't tourniquet someone's head off for an extended period of time.
