The garage door pull was there long before Bubba Wallace's team used that specific pit so it wasn't meant for him but it wasn't a hoax either. When they (Bubba's team) noticed it they thought it was a racial gesture because it certainly looks like a noose. Other garage door pulls didn't look like that. Nascar looked at the other garage door pulls in that circuit and elsewhere and none were fashioned in this manner.

NASCAR asked officials at every track to check their garages this week. NASCAR said out of 1,684 garage stalls at 29 tracks, only 11 had a garage door pull-down rope tied in a knot. The only one fashioned in a noose was the one discovered Sunday by a crew member in Wallace’s No. 43 garage stall.

The next day people had found video of the same building with multiple pull handles just like that from years prior. They blew it out of proportion on purpose for a story.
