If I recall correctly, the civil war was already in full swing when the Obama administration decided to intervene on behalf of the rebels and further muck things up. You are right about the financial institutions. That's the bigger problem. Trade deals will go through no matter what and fast because the EU isn't in a position of economic strength that can afford to be choosy. But banksters come and go at the drop of a hat, and they can move to Ireland or New York in no time.
