168 was within the light heavyweight limit of one of the alphabet orgs and it was anentire new weight class for another.

I believe it was two titles from the same org in different weight classes. Thus making it a bit of a sham IMO.

It was sanctioned by the WBC in both divisions, Seano, and it of course went against their own long standing rules stipulating that no fighter can hold two of their props in two divisions at the same time. But when it came to a immensely popular fighter in search of "history", what the hell does it matter what their own "rules" state?
147 pounds is the limit and anything between 141-147 would make it a ww fight, but had cotto weighed in at 147 and the fight was canceled, it would've been a 145 pound fight instead of a ww fight. i couldn't find what was in their contract, but i think roach was firm in keeping it at 145 pounds instead of a ww fight. there wouldn't have even been a fine, likely a canceling of the fight.
i don't know the rules of how it works. whether it's any weight that either fighter comes in at between 141-147 is what makes it a ww fight, or if there's a stipulated weight that must be abided making it a cachweight fight. he was able to put his belt up though so...
i won't take anything away from pac's win, but the belts and sanctioning bodies are basically pointless. they probably allowed it because of the money they'd see. i think they tax beltholders. manny meeting at specific weights and bypassing the belts probably took a toll on them.

I still think that fighting at 145 could have benefited Pacquiao. Anyway, why would Cotto want to fight at that weight when he has been a full blown welterweight for that long.
