Bought a new medicine ball and it lacks air , help !

So I bought an Everlast 10lbs medicine ball and it lacks air. When I slammed the ball down , it didn't come back up , is it a good thing or bad ?

It's too new. I prefer my hardwood platforms broken in, otherwise they're a bit slippery. Or at least that's my experience.
