There's one main reason that governments oppose nuclear power... it's too efficient. In order for governments to gain power through nonviolent methods, they have to convince the people they need something only they can give them, and then place a value on that something. It's the same thing businesses do, but businesses generally have to produce something. Government actually finds ways to do it without producing anything. This is especially true of socialist governments, who have the added goal of preventing class mobility.
So these governments need things to be "finite". If something is finite, it's more valuable, and thus can justify more taxes and regulations (control). Nuclear power is not very finite, there's a lot of potential there for cheap energy, so that has to go. "Fossil fuels" are somewhat finite, but they need to make them more so by limiting drilling and refining for "environmental" reasons. But now that it's harder to get, they can justify more taxes on it for allowing less production.
So then we get to wind and solar power. As far as utilizing them, they're some of the most finite energy resources available... so that's what we need. They've actually convinced people to pay more in taxes for developing less efficient energy, and once we've reduced the cheap energy sources, we'll for some reason be fine with paying higher rates for less energy.
They're doing the same thing with water in California. They're set to tax use of well water, and there's even talk of taxing rainfall on your property! Yet very little has been done to make water more available to the people (building dams, desalination plants with nuclear power, etc). Instead they justify removing dams and dumping billions of gallons of water into the ocean on behalf of fish. Making the resource more finite = more power over the people.
Californian politicians will yell about helping the poor while signing legislation making it tougher to be poor here. Requiring solar on every home, adding $10k to the already insane home prices. Increasing gas and car registration costs. Increasing energy costs. Increasing water (and thus food) costs. Etc etc etc. Socialists want a two class system, and instead of elevating everyone, it's easier to push them down to the same level.
