Big Poppa Pump was always my favorite heel. he would literally incite the crowd and call all the women hogs and tell the hot ones to holla at him. He would get cheered and boo'd and always would wind up in a hilarious situation with buff either bumbling like idiots or doing something dastardly. He was pretty much a unique heel because he was so likeable in a fun way.
 
The Rock. He's arguably the best at being both the good and bad guy.
 
Ric Flair, Roddy Piper, Iron Sheik top 3 in that order imo.

I remember a Nitro in Columbus OH...home of Ohio State... The Big Bad Booty Daddy came to the ring decked out in U of Michigan gear (his alma matter and deadly rival of OSU)

The promo he cut ended with "we used to love wrestling Ohio State because you were easy.. JUST LIKE YOUR WOMEN!"

As a Michigan fan, I was a fan for life.
 
Flair or Piper. And I know he's not a wrestler, but Bobby Heenan was the greatest heel manager. I'd say Paul Heyman is the close second.

Mr. Fuji was a solid heel manager. He didn't speak much but you knew he was going to interfere. If the Brain was GOAT heel manager, Fuji was in the run for #2

I'll give you the Mouth of the South but I think Fuji gets ranked high based on longevity. Did he ever turn face?
 
My favorites from back in the day were Mr. Perfect, Rick Rude, Jake Roberts, and Honky Tonk Man.
 
I really enjoyed Owen Hart as a heel. He had that annoying but yet comical quality to him. The way he carried around his two slammy's as if they were championships was gold!
