Obviously, Mueller did not see this "stonewalling" as a crime, else he would have advised Trump be charged for it. It would seem that he's passing the buck onto Congress.

according to Barr, a well documented liar about what Mueller's report actually said. The OLC memo lie is the best, that Mueller never considered the fact you can't indict a president.
