NASA budget is almost equaled to the what every other nation spends on space exploration combined (although china is stepping up; but the US is also at itdbhighest since 2009)- its not an issue, they just have to shift from NOAA application to exploration.

That being said, it will most certainly be private contractors facilitating future mission, with NASA and other countries outsourcing mission develop to them
