The other people had to qualify, the Champion had to have a match as well and defend. It ain't rocket science. Wrestlers since the dawn of of the business have had to defend titles before already scheduled PPV defenses.

Just because you want Okada vs. Takeshita right now, doesn't mean they need to rush it. They can simmer it for a bit, make the feud be more than two stare downs and actually build a story for a bigger one on one match later.
