NJPW got a great roster still, it's just rough at the moment. Shota, Narita, Uemura, and Tsuji aren't really doing much right now. El Phantasmo is teaming with Hikuleo and facing Chase Owens and Kenta. The Global title is with David Finlay. Tama Tonga is feuding with EVIL for the openweight title. Next event has El Desperado but they're having him team with Master Wato lol. They rarely ever feature their IWGP women's title.

They really should be fine with guys like War Dogs, Shota Umino, Yota Tsuji, Ren Narita, Yuya Uemura, ZSJ, the whole of LIJ, and the Stardom roster at their disposal. The booking just ain't great right now imo
