I'm a little confused that part of this build seems to be that Toni is this long time vet on her last ride and that time has caught up to her or something

This doesn't feel like the end for Toni. And TK likes to maintain his title hierarchy. I think Storm retains over both the TBS and ROH champs. But Athena has more history with Mercedes. Immediate cash-in?
