Honestly I think it's a toss up between these two scenes:

I don't recognize the actor from anything else, but the mayor in Robocop 2 gave a fantastic performance. His rage in this scene is one of my favorite things ever.

I read that he wasn't even cast originally. He was just a military advisor, but the actor wasn't doing a good job or something so he stepped in and took over the role somehow.

Probably a bullshit rumor though. Kubrick was meticulous. I'd be surprised if he cast a bad actor in the first place, and then more surprised if he improvised a re-cast during principal photography.
