The $35 trillion figure was from the 2019 adjustment in spending. In total from 2017-2019, the adjustment was $94 trillion. Is $94 trillion missing? Possibly. Afaik no one was able to receive a FOIA that explained it further. Don't expect Trump to fix it, he won't.
There is good documention for $21 trillion of the missing money, meaning that we know for a fact it's missing, from the 90s up to 2018. In 2018 the government implemented a new law, FASAB Standard 56, which allows the federal government to run secret Federal Reserve, private sector and governmental financial activity. Nobody can access it unless they have top secret clearance. Meaning that tens of trillions of additional dollars have very likely gone missing since the $21T. Siphoned off to black budgets not in your interest.
