Yes, that's the same meaning I just referenced. Republican governance has all the features of an undemocratic autocracy that seeks to enrich itself without regard for or responsibility to the interests of the citizenry or country.

It was clear he had already decided to run a month ago. So he went from "I'll never run, it will rip my family apart" to running in about 90 days.

The point was that O'Rourke speaks in platitudes, at length.

You are reading much more into what he said than he actually did say. It seems like you are hearing electoral reform in his words (perhaps ending the electoral college or using the federal government to fight gerrymandering), but it's not even clear that's what he was talking about.
