“Doesn’t deserve a title shot”

I’m bored of champions constantly claiming that the contenders in there division do not deserve a title shot. The champ should always have a next challenger lined up for them in my opinion. Even if no one is standing out in the top 5 ranked challengers, the champion shouldn’t sit out until one guy “deserves” or “earns” a title fight by clearing out all the rest of the top ranked guys.

What do you guys think? Should the champ wait until the top ranked contender is on a heavy win streak and sit out if no one is standing out at #1?

Or should the champ keep cycling through the highest ranked contenders?

My example bring the 170 situation, Till/Colby /Usman- I don’t mind who gets the title shot as long as ONE of the top contenders is booked in to fight for the belt. Don’t make them eliminate eachother whole the champ sits out.
 
next available contender should always get the shot. These guys are all blabbing about how they'd fight anyone anytime anywhere but none of them do. Only PMP.
 
These are just public negotiating tactics. A champion does whatever he wants as long as he manages to successful negotiate the terms with the UFC.

GSP fought roughly twice a year as champion. Woodley has had 3 defenses since November 2016, by November 2018 he would have defended the belt 4 times, that’s an average two times a year.

Edit: My explanation for Woodley.
If Woodley hadn't delayed shoulder surgery by five months he would've been fit to fight in late February or early March and none of this would've happened.

And before you (or anyone else) tries to argue that he was holding out for a fight against GSP: that potential fight was scrapped in the post fight press conference of UFC 214 and the next day negotiations began for Bisping vs. GSP (and officially announced one month after after UFC 214). Woodley then waited four months until trying to get a fight against Nate Diaz on six weeks notice.

Woodley then got the surgery and it was no coincidence that he estimated his return in July; Woodley only wants to be on the Jul/Nov/Dec cards, which is why he delayed shoulder surgery in the first place, because he doesn't want to headline a card in the first quarter of the year, he wants to co-main with a big draw in Jul/Nov/Dec.
 
Can Cormier at 205 be added to that list?
That has more to do with LHW being a dead division than it does Cormier dragging anything out.

Cormier already fought Gustafsson, the latter of whom doesn't deserve a title shot. Cormier defeated Oezdemir this calendar year. Teixeira doesn't deserve a title shot. And Latifi is 2-1 in his last three, over the last three years, and those two wins shouldn't grant him a title shot either.
 
How is Dillashaw dragging it out? He has a fight in 2 weeks...
Prior to signing the Garbrandt rematch he was dragging it out, which contributed to the narrative that TS is speaking of.
