Yes I can. Asking for your opponents to do anything when you are Champion is Cherry Picking. Cruz and Cody are both worthy of rematches based on their records and their performances against TJ. There is 3 BWs at the top who have separated themselves from the pack so TJ is Ducking the 2 best BWs because he wants to fight a man in a division below. TJ is Ducking and also a coward looking for a 2nd belt in the class below. If DJ wants that opportunity for a 2nd belt and a shot at TJs BW title that is deserved. TJ has ZERO defenses of his title. Cruz beat TJ, Cody beat Cruz, TJ beat Cody so how have we determined TJ to be above either of those 2? He won his last fight and has the belt so he was better on that night but Bisping KO'd Luke but no one considered him the best, A Champion needs multiple defenses with convincing wins to declare no contenders.
If you want to decide Cody and Cruz need a win to get a shot, then Rivera or Moraes were also there with Rivera having a 20 fight win streak but TJ ducked them both as they are now booked to fight each other June 1. It has been almost 6 months since TJ fought. He hasn't been injured and there have been many opportunities to defend his belt but he is chasing a smaller guy around for a fight. He even turned down a fight with Cody. If that isn't a little Quacky then Conor isn't a Duck for never defending any belts too?
