Read the op dude. I am home with my dogs all day 7 days a week. They are not outside barking all day. And I have several neighbors with frequently barking dogs. It almost feels like whoever this is, thinks every dog that is barking on our street, is my dogs.

This could very well be the case. You could get a ring doorbell to record the person leaving notes and then confront them.
