I would say Undertow. Not the biggest fan of their last two, but that's just me.

The first three albums with a heavy emphasis on the first 2, is the best of Tool.

funny. the older i get, the less i like tool. i only listen to undertow nowadays. sometimes i'll listen to opiate and a few songs on aenima. 46+2 is a good song.
