Yes I believe it's allowed but it's not effective because you can only do it from the front and meanwhile your opponent can punch the shit out of you.
Chokes work through stopping the blood flow, not asphyxiation, usually. And stuff like Arm Triangle chokes protect you from getting hit when locked up, basically.
