Why wasn't T.Woodly stripped?

He basically played the elitist card of refusing to defend "I want a money fight". Instead of having an interim title circus, I feel they should have told T.Wood to defend or be stripped. I get it - he wants to be Conor or Jones, but he isn't. He could have been there had he fought 1-2 more times and won.
