100%. Rashad had 16 straight fights in which he was either the main event or co main event. 9 of which main event for a PPV 2 of which did a million buys. From 2007-2013 Shad was relevant in one of the deepest & most exciting divisions in MMA. He was TUF winner, former LHW champion, played a role in getting the company where it is today due to being in many fights that people paid to see, & fought the best of the best while never ducking anyone. His KO of Chuck was groundbreaking. His fight with Rampage was one of the most hyped fights of all time. His rivalry with Jon Jones also helped build the legend of Jon Jones. Also with Jon Jones's win over Shad helped solidify Jones being the dominant champ he was.
Shad definitely isn't on any MMA or UFC mt Rushmore, but the dude did help lay out the ground work for where the UFC is at today.
You add him being a champ, TUF winner, TUF coach on a very memorable season and you easily have a hall of famer. For new fans it's a valid question but I couldn't imagine someone actually watching his entire career when it transpired and then being legitimately confused as to why he's a hall of famer.
