Why is Machida ranked while Romero isn't?

Just watched the rankings and this was my view...

So Romero, like Silva after the Diaz fight, isn't ranked anymore but Machida is!? Can somebody enlighten me?

Machida hasn't officially been punished while Romero has.

Romero should be back in a few weeks though, think he should fight Rockhold since that was the 199 main event that should have happened if Hendo gets the shot, Jacare rematch if Hendo gets the shot and Weidman/Rockhold 2 happens like rumored due to all the controversy from the first one or fight Bisping for the title.
