For the same reason they didn't sign Jon Jones when he was 19 years old. They want people that are at least 20 years old. Jon Jones qualified for TUF at 19, but they didn't put him on because he was 19. He made his UFC debut just after his 20th birthday though.
 
Because they generally don't sign fighters under 21, they do make exceptions, but its easier. They do change it up (ala Paige Van Zant) but its usually only if there is a strong marketing reason to do it (i.e. really hot/good fighter). Also helps if you have a strong camp behind you that has some pull with the UFC.

How old was Robert Whittaker when he was on the show? Pretty sure he was only 19.

Why did this thread get moved. I know she is not in the UFC yet, but the conversation was about the UFC signing her, not what she was doing in other promotions. All those Holly Holm, Gina Carano and Cyborg threads did not get moved, so why this one?

Anyways she's on their radar but their roster may be fill at the moment (in terms of women's BW with exceptions for a big name like Gina). Sean Shelby tweeted after one of her fights and she's a JF champion which means she's probably already got a UFC contract in Walid's office.
 
Age. She's still young. She's still inexperienced (she's only been fighting for 2 years). She'll probably be signed for a Brazil show in 2015 after she defends her jungle fights belt one or two more times.

She's pretty much the same age as Paige VanZant and started her MMA debut a month before, but I guess she isn't marketable like PaigeVanZant right?
