Is it to get their opponent frustrated and stupidfied? It is not as effective as a punch would be.
 
It has slightly better range and they mostly use it on exits, so it functions more as a distraction
 
If you'd ask this question in Stockton you'd get slapped on-the-spot.

It's hard to dodge a slap the way they throw it. you cant slip a slap because for a slap, you reach and then you go side ways with an open hand which is bigger than a closer hand, if that makes sense. My point is, it's easy for Diaz to land them and like what others said its mental warfare technique.
 
bas rutten actually talked about something similar, opening the hand to add a few inches to add length to your strike, its a range distance thing, your opponent thinks they are out of harms way because they gauged your reach during the fight but then they get hit because you added a few inches it might mess with their judgement of your timing and striking distance. so it could do a lot of things, mess up your opponents judgement on striking, make them angry and rush in or make them hesitant ...all i know is i enjoy the hell out of it, gives us high entertainment value
