Why can't I make a poll in this section?

I tried to make a thread with a poll but couldn't find the option to add the poll. Do I need to have a certain amount of postings to be able to add a poll?
Because in my opinion everybody should be allowed to make a poll.
On all other forums I know, everybody can post a poll.

Want to make a poll of "Why can't hall make a poll" with at least two options for "Nobody cares".
