He could never make LHW if he had huge legs, they have little to no purpose in MMA, he's not a bodybuilder and his 600 lbs deadlift shows he has plenty of strength in his legs and hips and that's what counts. Nothing makes you pack on more mass than doing heavy squats on a regular basis.
when I first started lifting I got huge legs from doing squats 3 times a week but they offered me no help in boxing at all besides putting me in the heavyweight weight class. When I injured my knee and stopped doing squats my weight dropped real quick and I could finally wear normal pants again. In a year I went from 220 @ 12% to 200 @ 8% yet I was much more explosive and stronger, I just had smaller quads and glutes but had no trouble making weight for LHW.
