Exactly, he's a cultural figure. Khabib transcends like that, Russia is already a multicultural nation they claim Fedor despite him being born in Ukraine (USSR). Compare Ukraine to Kazakhstan. Same ethnicity different culture. GGG has the same effect.

I don't know if you can speak Russian but I've seen it's plenty of times with all that KHABIBTIME crap and stuff with fighters like Taisumov -- on Russian social media vk/com in fan groups of fighters or in groups about Dagestani mma or Chechen or else they post something like BROTHERS SALAM ALEKUM, LET'S HELP INSHALLAH OUR BROTHER! Honestly, I think it would be easier if you used words like Native Russians from Far East or something like that. I mean, wikipedia states that majority of population in Far East are ethnic Russians and Ukrainians. So Russians from Far East mostly doesn't have Asian features and people see them as the same Russians. And for example -- does German American from Texas see themselves the same as the Native Americans from other states, who worship spirits of their ancestors and bears name like Wisemind Nighthorse?

Well, seems like you assumed that if Khabib was top searched athlete in Russian segment of I think, Google or Yandex then it means that everyone who search him is a fan or something and it means he is famous? Well, I think if people search him, that means they want to know who is that guy and that doesn't mean that everyone who typed Хабиб Нурмагомедов in some searching site is his fan.
If you look at comments in instagram and youtube (under videos with Khabib) you will find out that pretty often comments in Russian have like zero words written without mistakes and have something like Slam from Kazakhstan/Uzbekistan/Tajikistan/Kyrgyzstan, Khabib (and there is also jokes among mma fans about Khabib and legal/illegal immigrants from Central Asia in Russia, that if there is grabage on the streets it means that recently there were Khabib fight and immigrants didn't clean up the streets/took away the garbage because they were busy watching his fight). Plus I'm pretty sure that there is more Fedor than Khabib on Russian TV, plus Bellator broadcasted live and free on governemntal backed Tv channel while UFC is on some cabel/satelite channel. Plus, Fedor is not only fighter and was in politics (well ,kinda) he is also a head of MMA Union, he is often attends events, there is TV programms about him on TV and his training and his team. So knowing what is mma and not knowing Fedor in Russia is pretty much the same as being a Russian citizen and not knowing who Putin is.
Btw, I think Instagram is mostly thing for youngsters in Russia, while, I think a lot of people whi knows Fedor are the people around 40 and older.
