Who is it?

Rumble does massive weight cuts. The rest aren't really thick, just tall and lean. So it's not really a massive weight cut compared to people cutting with a lot of muscle mass. Hooker cuts a lot though, he's not really lean like Sandhagen is in BW. This is why Sandhagen gets overpowered in his fights, he's not really strong for his frame.
