Bulldog
Razor

The correct answer is Gangrel.

If you told me in the 90s that 2 members of The Brood would be world champs, and neither of them were Gangrel, I would have slapped the shit out of you.

Bulldog, Owen, Hennig, Razor.

Shamrock is also a bit of a surprise. His in ring work was very passable and with a decent manager he could have been bigger.

Scott Hall. He was over in his WWE run. More over than Diesel, Shawn, or Bret most of the time.

It depends what context we are talking about but I will only talk of wrestlers in their era respective to the champs at their time.

Razor Ramon: Could've easily been a champ in the mid 90s along side Hart/Michaels/Diesel/Backlund.

Jake Roberts: He could've been a great heel to Hogan's all American persona in the late 80s or even early 90s. Imagine the whole cobra attack and replace Savage with Hogan. The sympathy for Hogan and jeers for Roberts would be unreal.

Roddy Piper: He could've easily been a champ in the 80s but the WWF didn't want to risk Hogan losing to Piper nor do I think Hogan wanted Piper to have a win because Piper was much better on the mic than Hogan ever was.

Shelton Benjamin: After his great matches with HBK and HHH, I thought he was a made man and the fans liked (not quite love yet) him but the it never happened. He would've been great feuding with a Brock Lesnar (storyline/history there for sure) or even later.

Curt Hennig: I think he could've been a champ during the start of the 90s against a Hogan although he wasn't what Hogan nor Vince wanted; not a monster heel.

Those are the only guys I think could've and should've been champs although an argument could be made that Hennig shouldn't nor couldn't have ever been a champ since it was Hogan and Hennig wasn't exactly a monster heel (although there was Savage).

This list plus piper, dibiase, and Jake

This is a good list. Considering how many title attempts bulldog had its amazing he didn't even get a transitional short run. When he won the European championship they made it seem like a big deal at the time. Combine that with the big IC win over Bret at least those are decent constellation prizes.

Ahmed Johnson was being pushed to the moon In 96 and the fans were behind it. I don't remember what happened to him once he came back from his injury I'm in the process of rewatching it now. But in early and mid 96 Ahmed seemed like a lock

i disagree with Shelton Benjamin. Don't think he ever got over enough to be near the title.

This is an interesting answer. If the brood lasted longer doing their blood baths and wreaking havoc on the roster I could see it.

Ken Shamrock. Give him the strap and a mouth piece and you got a 90s Brock Lesnar.

Curt Hennig
Ted DiBiase
Roddy Piper
Davey Boy Smith
Scott Hall
Jake Roberts
Wade Barrett
Ken Shamrock
Goldust
William Regal
Ryback
Owen Hart
Vader
Bam Bam Bigelow
Rick Rude
Larry Zbyzsko

i thought really hard about goldust and i'm not sure what year he could have reasonably done it. maybe mid 96?

Shamrock is legit answer. He had a lot of potential. I wish he had stuck around until the end of the invasion storyline.

Maybe they could have given the god father a short run where he was winning matches with the Ho train. But that was rock/Austin prime so it's hard to take the strap off them.

Jake Roberts
Piper
DiBiase
Rude
Perfect
Vader
possibly Snuka before Hogan
Ricky Steamboat

Most of those old-school guys never held the strap, because the belt didn't change hands much til the Attitude Era. And it just progressively got worse. Even still, Piper, Razor, and maybe Vader should've held the strap at some point. Guys like Hennig, Owen, etc, as great as they were, don't scream top billing to me. They seemed just perfect for that IC champ spot(back when that meant a lot).

Shelton Benjamin has to be the biggest case of "dropping the ball" in wrestling history! That dude had so much talent, I think he could have been something special had they pushed him and gave him a chance. Mic skills needed work but in the ring he could hang with anyone. It sucks he never won a MITB match after being a big part of putting those matches on the map.

Mr. Perfect comes to mind right away as well. Consistently great matches but for whatever reasons it never happened.

Ken Shamrock is a good pick. I think he could have been a great champion. I believe Jericho and X Pac have implied in the past that backstage politics (people like HBK not liking him) was the reason why he was never pushed to the moon. He was very over with the crowd and had a great gimmick.
