The guy kicked Pettis Jr.'s ass (literally and figuratively), but since March there hasn't been a single comment about his state. He doesn't have a scheduled fight because he asked for a potential opponent on Twitter just a week ago. Too bad UFC 192 which takes place in his home state (Texas) doesn't have any more slots now.

Anytime a fighter comes off a big win in the flyweight or bantamweight division they are required to sit out for at least 6 months to a year

The UFC doesn't care about any flyweight or wmma fighters without any hype behind them. Unless they use them as stepping stones for fighters they are trying to build up like Sergio or PVZ.

For some reason they still fill the prelims with no name fighters from the higher weights, even though they aren't any more interesting.

You mean you're not excited for the upcoming bout between Silva da Silva and Oliveira da Oliveira to determine the 167th ranked fighter at welterweight?

This is hearsay but I've always heard that Joe Silva does the card order and so, if it's close, his weight classes get the nod over the Shelby ones. JUST hearsay though.
