When Did Each Division Peak?

HW - peaked when Overeem made his UFC debut. HW, believe it or not, was actually stacked at that time, with Lesnar, Bigfoot, Carwin, JDS, Cain, Cormier and Werdum at the top of the food chain.

LWH - peaked when Jones became champ and guys like Machida and Shogun were still not completely washed. There was also Glover, Gus and Rumble in the mix, along with Phil Davis and Ryan Bader.

MW - peaked during Chris Weidman's title reign. We had, Jacare, Machida, Mousasi, Rockhold, Romero, Vitor and Whittaker all gunning for that championship.

WW - peaked when Lawler became champ.

Heavyweight - 2012/13. Strikeforce imports (Overeem, Werdum, Bigfoot). Lesnar was still around. The UFC homegrown guys were active (JDS, Cain, Mir, Carwin, Nelson, Gonzaga, etc). This was pretty much ruined by the Cain drought of November 2013-June 2015.

Light-Heavyweight - 2009/10. Pre-Jones era. The title was hot-potatoed between the likes of Liddell, Rampage, Griffin, Rashad, Machida, and Rua. Also had Wanderlei and Hendo in the division.

Middleweight - 2015-late 2016. Had Weidman, Mousasi, Jacare, Rockhold, Whittaker, Brunson, Bisping, Silva. Absolutely killer division. Probably the best in UFC history IMO. Started declining when Bisping won the title. GSP vacating, Silva being suspended, and Mousasi leaving effectively killed this era.

Welterweight - 2013. GSP, Diaz, Lawler, Hendricks, and Condit were all in their prime. Saffiedine and MacDonald were interesting prospects. Ended when GSP retired with the belt.

Lightweight - 2013-present. It's been a consistently stacked division. Too much history, really.

Featherweight - 2015. Consistently stacked until Conor McGregor won and vacated the title. After that, the contenders disappeared for Aldo. It had to take a new champion to reinvigorate that division.

Bantamweight - 2016-present. Good roster ruined by constant rematches.

Flyweight - never. This division has been stuck ever since its inception

Women's Featherweight - lol

Women's Bantamweight - 2013-2015. Pretty much the entire Ronda era. You had Ronda, Tate, Holm, Nunes, Zingano, Kaufman, Pena, Davis, and McMann. It's was a much better division than people gave it credit for. Ended when Nunes started defending successfully.

Women's Strawweight - never. Division hasn't been around long enough. The division hasn't changed much since JJ won the title.

In terms of skill LW is always peaking, but is particularly huge right now. Khabib, Poirier, Alvarez, Lee, Ferguson, Barboza, Gaethje, Iaquinta, (maybe, who knows, don't care) McGregor

Not to mention Jonathan Brookins won TUF 12 at that weight class, blessing it for all time
 
If we're talking the strength of the divisions, I think they're all better than they've ever been right now, with the exception of HW and LHW.

Best HW era was post-Strikeforce 2011-2012, while Overeem was Ubereem, before Cain's injuries, and before Cigano's beatings.

Best LHW era was before Jones started taking himself out of the game in 2015. Jones, DC, Rumble, Gus at the top.
