It's a girl singing. Maybe a one hit wonder type artist.

Got that 90's alt. rock vibe going. Got a chick singing "superstar" though so I hope this was it for you.

I instantly thought of that terrible Canadian techno band called Love Inc.

They had a female singer and one hit single called You're a Superstar.

lmao, still better then The Weeknd though.

I think the singer was not black and no ghetto involved.

"seemed like nothing would change" ?

Alternative Rock, not strip joint song.

Not Sonic Youth, Superstar cover of Carpenters.

I'm stumped. Can't think of any act that had a female vocalist from that time frame that sounds remotely like The Other Two. Sure it wasn't before then? Alternative is a broad term, also. This is New Order sounding alternative we're talking about?

Well I tried looking pretty hard for you bud but I can't find anything. Did she sing just the chorus or is it a female lead? Is it an all female band or just the singer(s)?

Sounds like a more energetic Jesus and Mary Chain.

Vague description, probably incorrect lyrics, and no attempt to answer the questions or guesses to at least narrow the possibilities. Based on what little details you gave, I'm not even sure if it really is a 90s alt band or some 90s revival band which are popular nowadays.

Completely random guesses, because it be any the hundreds of bands that sound "90s alt", that said I'm completely ignoring the "lyrics" part of your description.
