What would happen if the UFC let all the fighters use PED's?

With all thats happened recently with the UFC (Jon, Brock, Chad) and sport as a whole (Russia's Olympic ban) i'm inclined to believe a much larger number of fighters are using PED's than I thought.

What would happen if the UFC removed all restrictions, allowed the fighters to use whatever they wanted, BUT the fighters must sign a disclaimer stating that any side effects/health issues that may arise are the fighters problem to deal with.

What's the worst that could happen?

Same thing before random testing (which was very recent)

When fighters knew when the tests were coming most fighters were using

The testing was clearly just a smokescreen like it is in other sports like Tennis which also has massive massive drug problems.
